RULES

PRELIMINARY NOTES
Cultural Association “Carlo Rustichelli”, in collaboration with Carpi Town Council and the Rino Viani Association, proclaim the SECOND EDITION of the CARLO RUSTICHELLI AWARD (hereafter also referred to as the Award, Competition, or International Competition), dedicated to the memory of Maestro Carlo Rustichelli (Carpi 1916 e Rome 2004), one of the most prolific and sensitive film music composers and author of five hundred soundtracks.
The CARLO RUSTICHELLI AWARD, an occasion for encounters and exchanges between cinematographic writers, directors, and musicians, promotes the development, viewing, and distribution of a film of high artistic value of five minutes duration to be produced by Cultural Association “Carlo Rustichelli” (hereafter also referred to as the Producers).
Filming will take place in the Carpi area following selection of an original and unusual cinematographic subject and of a director.
The Artistic Directors of the event, nominated by the Producers, include Davide Romanini, Andrea Mascitti, Roberto Saltini and Ermanno Sgarbi.
The selection procedures for the CARLO RUSTICHELLI AWARD will be held in Carpi at the Carlo Rustichelli Auditorium from 16 to 18 April 2009 and from 11 to 13 September 2009 .
The final evening will be held at the Carpi Teatro Comunale [Carpi Public Tbeatre] on Saturday, September 26th 2009.

THE PHASES OF THE COMPETITION
The CARLO RUSTICHELLI AWARD will be held in four phases and in addition to the artists taking part also involves Panels of Judges who will assess and choose the best writer, best director, and best musician taking part, for the realization of an original short film of five minutes duration.

First phase: choice of the idea and director.
The first phase of the Competition involves the choice of an unusual idea for the film of five minutes to be produced and the director who will realize it in collaboration with the Producers.
Writers taking part in the Award must submit an unpublished cinematographic subject.
The Panel of Judges nominated for the selection of subject will bave the task of assessing and identifying the most interesting idea.
Directors taking part in the Award, in order to be assessed, must submit an existing short film on DVD of maximum 10 minutes in length. The Panel of Judges nominated for the selection of director will view the submitted works and identify the artist who will realize the new short film at the expense of the Producers.

Second phase: development and realization of the project.
The selected subject author and director develop and realize the cinematographic project in collaboration with the Producers.
The two artists will develop and realize the cinematographic project in Carpi during May 2009
In the First phase the two artists will develop the treatment and the script for the short film.
In the Second phase the director will be assisted by a team of technicians provided by the Production to make the short film.

The short film must be ready by Sunday, May 31st 2009.
 
 
Travel and boarding expenses will be paid by the organization. Third phase: choice of the soundtrack for the film.
Musicians takinq part in the Award will receive the finished short film of five minutes on DVD: they must write the soundtrack and synchronize it with the images.
The Panel of Judges nominated for the selection of music will view the short film complete with soundtracks and establish a ranking, with the top three admitted to the final evening.

Fourth phase: nomination of winners.
During the final evening the three versions of the short film will be projected and the Award Panel of Judges will choose the most appropriate soundtrack and assign the CARLO RUSTICHELLI AWARD to the best competing writer, director, and composer.


ART. 1 - ENTRY REQUIREMENTS
The CARLO RUSTICHELLI AWARD is open to writers, directors, and musicians of all nationalities.
Ability and talent are required.
All the authors of the subjects, directors, and musicians taking part have the option attending during the stages of the Competition and personally presenting their work to the respective Panels of Judges.


ART. 2 - PANELS OF JUDGES AND SELECTION PROCEDURES
The Artistic Directors nominate the members of the Panel of Judges for the selection of subject, the Panel of Judges for the selection of director, the Panel of Judges for the selection of music, and the Award Panel of Judges.
a) The Panel of Judges for the selection of subject is a collective body with the task of viewing and assessing all the competing cinematographic subjects.
The Panel of Judges for the selection of subject will assign each work a score from 1 to 10.
At the end of the selection procedure the Panel will establish a classification on the basis of the sum of the scores from each member.
The cinematographic subject with the highest overall score will win the selection procedure.
The selection procedure will be held at Carlo Rustichelli Auditorium  in Carpi from 16 to 18 April 2009 and will be open to the public.

b) The Panel of Judges for the se1ectíon of director is a collective body with the task of identifying the best competing director

through the viewing of previous short cinematographic productions. The Panel of Judges for the selection of director will assign each work a score from 1 to 10.
At the end of the selection procedure the Panel will establish a classification on the basis of the sum of the scores from each member.
The previous short cinematographic production that achieves the highest overall score will win the selection procedure.
The selection procedure will be held at the “Carlo Rustichelli” Auditorium  from 11, 12 and 13 September 2009 and will be open to the public.

c) The Panel of Judges for the selection of music is a collegial body with the task of hearing and assessing all the competing musical contributions composed for the short film produced and realized in Carpi.
The Panel of Judges for the selection of music will assign each work a score from 1 to 10.
After the selection procedure the Panel will establish a classification based on the sum of the scores from each member. The first three musical contributions with the highest scores will be admitted to the final evening.
The selection procedure will be held at the Carlo Rustichelli Auditorium in Carpi on 11, 12 and 13 May 2009 and will be open to the public.

d) The Award Panel of Judges is a collective body with the task of choosing the best competing soundtrack and assigning the CARLO RUSTICHELLI AWARD.
The Award Panel of Judges gathered on the evening of Saturday, September 26th 2009 will view and assess the three finalists from among the musical contributions and establish a classification on the basis of the sum of the votes of each member, defining and announcing the winners.
The Award Panel of Judges will assign each musical contribution a score from 1 to 10.

e) The Panel of Judges for the selection of subject, the Panel of Judges for the selection of director, the Panel. of Judges for the selection of music, and the Award Panel of Judges will have the authority and autonomy to decide the selection criteria for the competing works. The decisions of all the Panels are final.
f) Members of the Panels of Judges who, currently or in the previous two years, have public or private didactic relationships with one or more of the competitors will abstain from participating in the discussions or from scoring in the assessment of such competitors. Any such abstentions will be explicitly noted in the minutes. At the time of inscription in the Panel of Judges each member will issue a statement regarding their personal relationships with the competitors.

ART. 3 - FORM OF PARTICIPATION FOR WRITERS
Writers must submit an original and unpublished cinematographic subject for development of the cinematographic project for the creation of the short five minute film.
1) Candidates may participate with only one work.
2) The subject must contain the idea, suggest its potential development, indicate the main character or characters, and the location or locations in the Carpi area in which the action takes place.
3) The subject must not exceed two pages in length, typed and numbered.

4) The candidates may be present in Carpi during the selection procedure and read their own cinematographic subject directly to the Panel of Judges.
If they are unable to attend, candidates may entrust the reading to an artist of their choice or to an artist of the Teatro di Corte Association of Carpi, nominated by the Artistic Directors. Travel and accommodation expenses for participation in the selection procedure are payable by the candidate, who is entitled to special rates negotiated by the Producers with selected hotels and restaurants.
5) The selections schedule will be communicated to the participating artists by certified email on Fryday, April 10th 2009.
6) The author who wins the selection procedure will work on the drafting of the treatment and script in collaboration with the director. Work will be accompanied by members of the Artistic Directors and the technical staff assigned by the Producers. Work will be conducted in Carpi during May 2009. Travelling expenses within Italy by public means to and from Carpi, board and accommodation will be paid by the Producers.
7) material to be sent to the Competition Secretary's Office.
On pain of disqualification, the package containing the work must be sent within and not after Wednesday, March 25th 2009 by Registered Post with recorded delivery to ASSOCIAZIONE CULTURALE “CARLO RUSTICHELLI” Viale De Amicis, 37 – 41012 Carpi (MO)- Italy - the postal date stamp will be considered as binding.
On pain of disqualification the package must contain the following:
a) the cinematographic subject printed in 5 copies;
b) a brief, up-to-date biography of the author (maximum one page);
c) a photocopy of a valid identity document of the artist;
d) a colour photograph printed on photographic paper.
8) The artist entering for the Award must be the sole author of the work presented and enjoy full copyrights.
9) All copyrights for the works entered in the Competition remain the property of the authors.
 
ART. 4 - FORM OF PARTICIPATION FOR DIRECTORS
Directors must submit a short film on DVD realized after 2002 of duration not more than 10 minutes.
1) Candidates may participate with only one work in any genre and style
Candidates may be present in Carpi during the selection procedure and will be allowed three minutes to present their competing work to the Panel of Judges.
If they are unable to attend the competing short film will be viewed and assessed in their absence.
Travel and accommodation expenses for participation in the selection procedure are payable by the candidate/participant, who is entitled to special rates negotiated by the Producers with selected hotels and restaurants.
2) The selections schedule will be communicated to the participating artists by certified e-mail on Friday, April 10th 2009.
3) Material to be sent to the Competition Secretary's Office
On pain of disqualification, the package containing the work must be sent within and not after Wednesday, March 25th 2009 by Registered Post with recorded delivery to: ASSOCIAZIONE CULTURALE “CARLO RUSTICHELLI” Viale De Amicis, 37 – 41012 CARPI, (MO)- Italy - the postal date stamp will be considered as binding.
On pain of disqualification the package must contain the following:
a) a DVD containing the short film;
b) a summary of the subject printed in five copies (maximum one page);
c) if present, a list of the dialogues in the Italian language;
d) a brief, up-to-date biography of the author (maximum one page);
e) a photocopy of a valid identity document of the artist;
f) a colour photograph printed on photographic paper.
4) The director that wins the selection procedure will work on the drafting of the treatment and script in collaboration with the author of the subject. Work will be accompanied by members of the Artistic Directors and the technical staff assigned by the Producers.
Work will be conducted in Carpi during May 2009. Travelling expenses within Italy by public means to and from Carpi, board and accommodation will be paid by the Producers.
5) The artist entering for the Award must be the sole author of the work submitted.
6) All copyrights for the works entered in the Competition remain the property of the authors.
ART. 5 - FORM OF PARTICIPATION FOR MUSICIANS
Musicians entering for the CARLO RUSTICHELLI AWARD must compose an original unpublished soundtrack for the short film of five minutes realized in Carpi during May 2009.
On Monday, June 15th 2009 the Competition Secretary's Office will send the participating candidates the DVD containing the short film in AVI format by registered post with recorded delivery.
l) The candidates may set the scenes to music freely.
2) The works must be unpublished and never performed in public concerts or events.
3) The musical soundtrack must be integrated with the images and sent to the Competition Secretary's Office in a digital format on a + (plus) or - (minus) format DVD.
 
4) Material, to be sent to the Competition Secretary's Office.
When complete the musicians must send the work to the Competition Secretary's Office.
On pain of disqualification, the package containing the work must be sent within and not after Saturday, July 25th 2009 by way of registered post with recorded delivery to: ASSOCIAZIONE CULTURALE “CARLO RUSTICHELLI”, Viale De Amicis 37 – 41012 CARPI (MO) – Italy - the postal date stamp will be considered as binding.
On pain of disqualification the package must contain the following:
a) the DVD containing the musical composition integrated with the images of the short film sent to the participant;
b) the musical score in four copies (not the disconnected parts);
c) a brief, up-to-date biography of the author (maximum one page);
d) a photocopy of a valid identity document of the artist;
e) a colour photograph printed on photographic paper.
The artist is free to include in the package a brief informative note regarding the musical project (maximum one page) and a CD containing the soundtrack on its own.
5) The selections schedule will be communicated to the participating artists by certified e-mail on Friday, September 4th 2009.
6) The artist entering for the Award must be the sole author of the work submitted and the holder of full copyrights.
7) All copyrights for the works entered in the Competition remain the property of the authors.


ART. 6 - THE CONTROL COMMITTEE
A committee nominated by the Artistic Directors and consisting of three
members will have a control and verification role, and specifically the:
1) preside over the opening of the packages arriving for participation in the CARLO RUSTICHELLI AWARD, checking the content of the sane and excluding, if necessary, candidates that have not submitted the requested materials;
2) take part in the listening and assessment operations of the Panels of Judges;
3) drafting the minutes at the end of the activities of the Panels of Judges.


ART. 7 - REGISTRATION
To register for participation in the CARLO RUSTICHELLI AWARD, send the Registration Form and proof of payment of the fee by fax, to +39 059 4905902.
It is also possible to send the Registration Form and a photocopy of the proof of payment in a sealed envelope to: Associazione Culturale “Carlo Rustichelli”  Viale De Amicis, 37 - 41012 Carpi (Modena)- Italy.
The registration fee for the Competition is € 95.00 (ninety-five euro) and also includes the cost of postage by registered post with recorded delivery of the short film realized in Carpi during May 2009.

ART. 8 - REGISTRATION DEADLINE
The deadline for registration for the CARLO RUSTICHELLI AWARD is March 25th 2009 for writers and directors and May 23rd for Musicians
After receiving the Registration Form and proof of payment, the Competition Secretary's Office will send each participant their Registration Number.
The Registration Number can be used at the official web site of the CARLO RUSTICHELLI AWARD
(on the CONTACTS page) to request any further information.


ART. 9 -- RESULTS OF THE SELECTION PROCEDURE FOR THE CHOICE OF SUBJECT The candidate that wins the selection process for the choice of cinematographic subject will be contacted by telephone by a member of the Artistic Directors within 21:00 hours on April 22nd 2009. If the winning candidate cannot be contacted by telephone for causes outside of the control of the parties, they will receive an Text message to the telephone number indicated in the Registration Form under the heading Mobile phone No.
At the deadline indicated above (21:00 hours on April 22nd 2009) the selection procedures are considered as closed in all effects.
The name of the winner of the selection procedure for the choice of subject will be made public on Internet at the Competition web site at the address www.premiocarlorustichelli.it , within 22:30 hours on April 22nd 2009
The winner must be present at the Award Ceremony on September 26th 2009.


ART. 10 - RESULTS OF THE SELECTION PROCEDURE FOR CHOICE OF DIRECTOR
The candidate that wins the selection process for the choice of director will be contacted by telephone by a member of the Artistic Directors within 21:30 hours on April 22nd 2009.
If the winning candidate cannot be contacted by telephone for causes outside of the control of the parties, they will receive an Text message to the telephone number indicated in the Registration Form under the heading MOBILE phone No.
At the deadline indicated above (21:30 hours on April 22nd 2009) the selection procedures are considered as closed in all effects.
The name of the winner of the selection procedure will be made public on Internet at the Competition web site at the address www.premiocarlorustichelli.it , within 22:30 hours on April 22nd 2009. The winner must be present at the Award Ceremony on September 26th 2009.
ART. 11 - RESULTS OF THE SELECTION PROCEDURE FOR CHOICE OF MUSIC AND ADMISSION TO THE FINAL SELECTION
On completion of the work of the Panel of Judges for the selection of melo, the three candidates admitted to the final selection will be contacted by telephone by a member of the Artistic Directors within 21:00 hours on September 15th 2009.
If a final candidate cannot be contacted by telephone for causes outside of the control of the parties, they will receive an SMS message to the telephone number indicated in the Registration Form under the heading
MOBILE phone No.
At the deadline indicated above {21:00 hours on September 15th 2009) the selection procedures are considered as closed in all effects.
The names of the three finalists will be published on Internet at the Competition web site at the address www.premiocarlorustichelli.it , within 22:30 hours on September 15th 2009.
The three finalists must be present at the Award Ceremony on September 26th 2009.


ART. 12 - PRIZES
During the final evening on September 26th 2009 each of the three winning authors will be presented with the CARLO RUSTICHELLI AWARD and a study bursary for € 1500,00 (one thousand five hundred euros).
The short film produced will be transmitted by a television broadcaster of international standing.
For the eventual subsequent distribution of the short film (other television broadcasters, dedicated festivals, or publications) the Producer will assign the authors the financial returns for the use of the film.
ART. 13 - OWNERSHIP, RIGHTS, AND USE OF THE SHORT FILM
The digital short film realized during the competition is the property of the Producers.
For any commercial use of the work produced the Producers will stipulate a contract with the winning authors of the CARLO RUSTICHELLI AWARD in compliance with Italian law as regards intellectual property, with international conventions and agreements in relation to intellectual property for the total period of protection provided for by the laws in force.


ART. 14 - GENERAL AND FINAL PROVISIONS
1) Only individual artists of legal age are admitted to the competition and each artist is entitled to compete in only one category.
2) The results of the competition will be published within September 30th 2009 at the official web site of the CARLO RUSTICHELLI AWARD, at the address www.premiocarlorustichelli.it.
3) Materials submitted for the competition will not be returned and will be archived.
4) For the subsequent use of the archived cinematographic subjects, the artists involved will receive a commercial offer from the Producers.
5) All the archived short films may be used by the Producers for subsequent cinematographic exhibitions.
6) In cases in which a competing artist decides to withdraw from the competition or is excluded by the provisions of ARTICLES 3, 4, and 5 of the Rules, they have no right to a refund of the registration fee.
7) The Producers are entitled to add to or modify the present Rules, replace the members of the Panels of Judges in cases of impediment, and to change the award date. The Producers may also, due to unforeseen circumstances or events, introduce additions and modifications to the Rules in order to protect and safeguard the artistic standards of the CARLO RUSTICHELLI AWARD.
8) All participants are required to check that their materials are delivered to the Competition Secretary's Office. The organizers decline all responsibility for any damage or loss of the same.
9) If the Competition does not take place the registration fee will be refunded.
The Management reserve the right not to initiate the Competition within the foreseen date if the number of registrations are below the set minimum or for technical reasons.
10) Each stage of the Competition and possible television transmission by a broadcaster of international standing, dedicated festivals, editorial publication (Art. 12) will not entitle the participating artists to any compensation.
11)  The winning musician must undertake, in public performances of the Competition works, to include as a subtitle the words: Winner of the CARLO RUSTICHELLI AWARD 2008.
12)  Complete acceptance of the present Rules is implicit when signing the Registration Form.
The Preliminary Notes are an integral part of the Rules
13)  The Italian version of the Rules is considered as definitive.
14)  As regards photographic, radio, television, or telematic recording of the CARLO RUSTICHELLI AWARD 2009, the participants are not entitled to any form of compensation from the Producers or the broadcasting body.
15)  For any matters not provided for in the Rules reference will
be made to the Italian laws regulating the specific issues.
16)  In cases of dispute, the competent court Is the Court of
Modena Town (Italy).
